Job Description:
The Department of Public Healths Community Behavioral Health Services (CBHS) is accepting applications for one full-time position in class 2575 Research Psychologist to function as the Director of the Office of Quality Management of CBHS. SHIFT: M F 8:00 am 5:00 pm. Evening, weekend and/or holidays required.

Essential Duties:
Under general supervision, the Director of the Office of Quality Management of CBHS performs the following essential duties:
Assists in the planning, direction and coordination of activities of the Quality Management office of CBHS;
Provides assistance to all of the Community Programs regarding quality management issues;
Conducts staff meetings and conferences concerning quality improvement, assessment, and management related issues for behavioral health care and the formulation of related policies, methods and procedures;
Participates in the system coordination, problem solving, policy development and client system planning for client outcomes and improvements to the CBHS system including using research and evaluation outcome data to identify system-wide issues and solutions;
Communicates and coordinates services with other staff within the Health Department, staff of other City Departments, community agencies and consumer groups especially in regards to quality issues;
Supervises clinical, administrative, and supervisory staff of the office of Quality Management and manages personnel activities of recruitment, selection, orientation, evaluation and discipline of those employees;
Ensures that services provided within CBHS are in compliance with State law, regulations, quality assurance requirements and division policies and procedures in regards to quality management;
Develops and monitors the implementation of the annual CBHS Quality Improvement Work Plan;
Participates in the development and monitoring of services and program planning;
Attends meetings related to such duties convened by the City and County of San Francisco, the State of California Department of Mental Health, and other agencies as determined by the Director of CBHS;
Performs other related duties as assigned/required.
Minimum Qualifications:
1. Possession of a Ph.D. degree in Psychology from an accredited college or university, which must have included graduate courses in research methods, advanced statistics and psychometrics; AND
2. Two (2) years of full-time post-doctorate experience in research projects in psychology, in the field of mental health, or in public health; or an equivalent combination of training and experience.

Desired Qualifications:
Specific experience in the treatment of mental and /or substance abuse disorders.
General knowledge of administration, program planning and evaluation.
Knowledge of clinical theory and practice.
Understanding of community organization necessary to assist in the organization of a community based quality program with capacity to treat individuals in the community and to receive individuals being discharged from institutional care.
Skills to implement culturally competent, community based services for diverse populations.
Analytical ability and skills to handle and solve complex organizational and clinical issues and problems.
Excellent oral and written communication skills.
